This is a port of these two patches combined:

vim-patch:8.1.1524: tests are silently skipped

Problem:    Tests are silently skipped.
Solution:   Throw an exception for skipped tests in more places.

Problem:    Some balloon tests don't run when they can.
Solution:   Split GUI balloon tests off into a separate file. (Ozaki Kiichi,
            closes vim/vim#4538)  Change the feature check into a command for
            consistency.

Nvim already has this feature, but it implements :set listchars the same
as :setglobal listchars, which is incorrect. Vim's implementation of
:set listchars is correct: using :set listchars clears local value.

Problem:    Tabs are not aligned when scrolling horizontally and a Tab doesn't
            fit. (Axel Bender)
Solution:   Handle a Tab as a not fitting character. (Christian Brabandt)
            Also fix that ":redraw" does not scroll horizontally to show the
            cursor.  And fix the test that depended on the old behavior.
