Improve luacheck setup [skip appveyor]
- Move .luacheckrc to root, add read_globals=vim
- Simplify lualint target, run it on all lua files
- Lint preload.lua, but ignore W211
- Remove testlint target, included in lualint (and lint)
- Clean up .luacheckrc
