"vimrc" refers to all files that are used to configure Neovim. The main
configuration file is init.vim nowadays.
All nvimrc references that are left refer to a local ".nvimrc" which is read
if 'exrc' is set. ".ngvimrc" references were completely wiped.
Closes #3552.

Note about ~/.local/share/nvim/site used in one usr_\* file: this one talks
about user-local installation of third-party plugins, and
~/.local/share/nvim/site is the proper place for them. Most other files talk
about user own configuration and this is ~/.config.

This also removes the 't' flag from 'guioptions'.

Presumably due to tarruda's unifdefing, it was already a no-op at the
time of nvim's first commit.
It's probably better to be clear that it doesn't exist, as opposed to
users thinking `:set guipty` is doing something when it isn't.

This removes all instances of '{not in Vi}', '{Vi: ... }', etc.
We don't care about Vi compatibility, so all of these annotations are
useless in nvim. This also removed the syntax definitions for these
items.
In addition, remove instances of '{only when compiled with +feature}'
adjacent to instances of '{not in Vi}' and friends.

Notes regarding the removal of specific items:
- Aztec C: only on the Amiga.
- mch_check_win(): doesn't exist anymore.
- Comment in ex_cmds.c: It seems the context for this comment was
removed, but the comment was inadvertantly left alone.

Also get rid of some platform references made irrelevant by the removal
of their respective platform specific GUI code.

Paul Slootman was removed from the top of os_unix.c as OS/2 is no longer
supported, but is still credited in runtime/doc/intro.txt.
