Problem:
Since right-click can now show a popup menu, we can provide messaging to
guide users who expect 'mouse' to be disabled by default. So 'mouse' can
now be enabled by default.
Solution:
Do it.

Add 'mousescroll' option to control how many lines to scroll by when a
mouse wheel keycode is received. The mousescroll option controls both
horizontal and vertical scrolling. The option is a string in the format:
set mousescroll=direction:count,direction:count
Where direction is either "ver" or "hor", and count is a non negative
integer. If a direction is omitted, a default value is used. The default
values remain unchanged, that is 3 for vertical scrolling, and 6 for
horizontal scrolling. As such, the mousescroll default is "ver:3,hor:6".

- Add option documentation in options.txt
- Add brief summary in quickref.txt
Update :help scroll-mouse-wheel
- Mention mousescroll option as a means of controlling scrolling.
- Remove obsolete suggestion to map scroll wheel keys to <C-U> to
scroll by a single line -- users should prefer the mousescroll option.
- Add some information about the consequences of remapping scroll wheel
keys (they lose their magic ability to affect inactive windows).

Neovim already removed `evim` (or any similar flags). The 'insertmode'
option is a weird remnant, so get rid of it.
The 'insertmode' option is replaced with a script that closely emulates
the option. This script is documented at :help 'insertmode'

This allows users to define behaviors for arbitrary registers. These
registers can be any character including multibyte characters. This
means that any character may be used as a register and if that register
is not a builtin register, it will defer to a user-defined vimscript
function for behavior.
This is done throw an option called 'userregfun'
The function that 'userregfun' defines is a function that takes 3
arguments:
action - Either set to "put" or "yank"
register - The character representing the register.
content - If the action is "yank" this string contains the content
yanked.
Multibyte registers are still broken for expressions. So while
let @&=xyz
Works as expected,
let @λ=xyz
will still throw a parse error.

The old implementation was removed without clear motivation. The "term option"
hackaround added in its place is neither shorter nor simpler.
The new behavior breaks even init.vim that expliticly check against it:

There was nothing wrong with the 0.4.x behavior. Empty &tenc has
indicated that the &enc value should be used for all the history of
Nvim. Ignoring setting the option is the expected behavior for Vim
versions that does not support the option (and Nvim is such a version)
'tenc' was also irrelevant to the Test_unicode python3 test.
The reason this has to be disabled is that neovim can't change
internal 'encoding'
