Travis disabled IPv6:

Change all tests to ensure a server was actually started before

In the process of setting up the socket watcher, the address may be
changed (e.g., adding the OS-selected port).

It is otherwise impossible to determine which test failed sanitizer/valgrind
check. test/functional/helpers.lua module return was changed so that tests which
do not provide after_each function to get new check will automatically fail.
