Subject: vim-patch:8.1.1327: unnecessary scroll after horizontal split

Problem:    Unnecessary scroll after horizontal split.
Solution:   Don't adjust to fraction if all the text fits in the window.
            (Martin Kunev, closes vim/vim#4367)
