vim-patch:9.2.1134: regexp: case-insensitive [a-z]/[A-Z] miss folded characters (#42125)
Problem: With 'ignorecase' and UTF-8, the old regexp engine no longer
matches U+017F and U+212A against [a-z]/[A-Z], since it emits
an ASCII only range (after v9.2.1131).
Solution: Keep the [a-z] and [A-Z] ranges as a collection under UTF-8,
so that case folding can be taken into account
