ci: cache Perl and Ruby provider dependencies
Provider setup downloads packages on every run, leaving CI exposed to
transient registry failures.
Install Perl modules and Ruby gems under .deps so the existing cache
preserves them. Reuse installed versions without registry lookups and
include the Ruby host executable in the cache.
