build(clang-tidy): disable checks renamed from cert-xx #42049
Problem:
clang-tidy reports an issue with `atoi()` in insexpand.c
Solution:
clang-tidy 22 renamed cert-err34-c to
bugprone-unchecked-string-to-number-conversion, cert-env33-c to
bugprone-command-processor, and cert-err33-c to bugprone-unused-return-value.
