refactor(charset): use a variable instead of (g_chartab[c] & CT_CELL_MASK)
Incremental cleanup. A lot of this logic really made sense only for vim in in
single-byte/DBCS modes, where the user got to program their own charset.
Now we are just using UTF-8 internally, so the meaning of each byte in context
is fixed.
I think 'isprint' and CT_PRINT_CHAR also are in time to say goodby, but that
will be a separate followup.
