fix(build.zig): make utf8proc and unibilium lazy again
Problem: utf8proc and unibilium not lazy dependencies, don't allow not
downloading them when building with `-fsys=utf8proc -fsys=unibilium`
Solution: make utf8proc and unibilium lazy dependencies
