fix(options): extend nvim_set_option_value() dry-run validation
Problem:
nvim_set_option_value() dry runs skip checks in did_set_* callbacks.
Solution:
Split validation out of these callbacks so dry runs and normal
assignments use the same checks.
Read 'mkspellmem' limits when building spell files. Keep the
'spellsuggest' limit unchanged when an assignment fails.
