fix(cmdatom): feedkeys() without "t" emits CmdAtom #41996

Problem:
`nvim_feedkeys('gj', 'm')` (remap, but not "t"=typed) emits a CmdAtom
for the mapping's insert session. Same for `feedkeys('ihello<Esc>', '')`.
Keys fed without "t" land in `tb_maplen` ("mapped prefix"), just like
a mapping's expansion, and `atom_is_user_input()` treats that as user
input.

Solution:
Narrow the `atom_is_user_input` condition. A mapping resolved from typed
keys always has a composite by the time its commands run, so
`KeyTyped || (user cmd && composite active)` is sufficient.
