fix(lsp): advertise that CompletionItem.detail can be resolved (#39934)
Problem:
We can resolve the `CompletionItem.detail` field but don't advertise
this capability.
Solution:
Add `detail` to
`textDocument.completion.completionItem.resolveSupport.properties`.
