vim-patch:9.2.1002: filetype: bazelrc files are not recognized (#41496)
Problem: filetype: bazelrc files are not recognized
Solution: Detect *.bazelrc and tools/bazel.rc files as bazelrc filetype,
include syntax und filetype plugins, update the menus
(Barrett Ruth).
