fix(multicursor): 'operatorfunc' motion not followed #41627
Problem:
With follow-mode ("q="), an 'operatorfunc' that only moves the cursor
does not cascade.
Solution:
Update the `effect` condition to include cursor-moves if follow-mode is
active.
