fix(cmdline): avoid Ex-mode NULL cmdline_block event #39043
Problem: Attempting to emit cmdline_block event with NULL cmdbuff after
<C-\><C-N> in Ex-mode.
Solution: Don't emit cmdline_block event when cmdbuff is NULL.
