Work towards enabling ["flow" layout](https://github.com/neovim/neovim/blob/9244da12e400ec0291450a5e9400d995e7a29b83/src/gen/gen_help_html.lua#L86-L88)
in all `:help` files.
Problem:
The final boss of vimdoc pseudo-structure: Vim's quasi-headings on
function signatures and excmd docs is visually distinctive but too
inconsistent for a nice parse rule.
Solution:
- Define the quasi-heading format as an "h4" variant, specified at
`:help help-tag-heading`.
- For simplicity and predictability, it is defined as any line that
ends with a help tag(s) preceded by 2 or more spaces (or 1 tab).
- Update existing docs.
- This one-time update has a lot of changes, but is very unlikely to
conflict with ported Vim-patches because (1) Vim rarely adds new
*excmds* that we want, and (2) *function* docs are auto-generated.

Work towards enabling "flow" layout in most `:help` files.
Since [tables are supported in help](https://github.com/neovim/tree-sitter-vimdoc#tables),
it's now possible to render most help files as ["flow" layout](https://github.com/neovim/neovim/blob/9244da12e400ec0291450a5e9400d995e7a29b83/src/gen/gen_help_html.lua#L86-L88)
instead of the legacy fixed-width layout. Besides [improved HTML rendering](https://github.com/neovim/neovim/pull/42381#discussion_r4285705739),
flow layout will allow `:help` presentation-mode to un-hardwrap text
blocks.

Problem:
- `<` before a listitem (`< - foo`) is not concealed.
- Codeblock HTML has extra blank lines.
- Codeblock in a listitem ends the listitem, so HTML docs drop the rest
of the item and its nesting. Example from `:h nvim_open_win()`:
```
• border: … the double-box style can be specified as: >
[ "╔", "═" ,"╗", "║", "╝", "═", "╚", "║" ].
<
If fewer than eight chars are given, they will be repeated.
• bufpos: …
tree-sitter-vimdoc v4.1.0:
(block
(line_li (prefix) (line) (codeblock (code (line)))))
(block
(line) ; "If fewer…"
(line_li (prefix) (line) (line))) ; "bufpos"
tree-sitter-vimdoc v4.2.0:
(block
(line_li (prefix) (line) (codeblock (code (line)))
(line)) ; "If fewer…"
(line_li (prefix) (line) (line))) ; "bufpos"
```
Solution:
- Bump tree-sitter-vimdoc to v4.2.0. https://github.com/neovim/tree-sitter-vimdoc/pull/174
- gen_help_html: get listitem indent from its first line
- gen_help_html: don't double codeblock newlines.
- highlight query: conceal `<` in `line_li`.
- docs: fix doc sources where a blank line was missing after listitems
followed by non-listitem text.

Fixes some vimdoc CI errors: https://github.com/neovim/tree-sitter-vimdoc/blob/0c53e5be84a62cee1e583b15febf2b90720e52c9/.github/workflows/main.yml#L41-L47

Problem: The "%v" item in 'errorformat' interprets the reported
screen column using the buffer's 'tabstop', so the cursor
jumps to the wrong column when 'tabstop' is not 8
(vimpostor).
Solution: When resolving a "%v" column, always count a <tab> as 8
screen columns, independent of 'tabstop', matching the
column numbers reported by compilers; keep the multi-byte
handling. Also use "%v" in the gcc compiler file and
update the documentation (Hirohito Higashi).

Problem:
Mappings with a control modifier follow the (tag) format of:
{key_before}_CTRL-{key}_{key_after}
Where `{key_before}` and `{key_after}` can be any other key combination.
However, for the Nvim default mappings `[_CTRL-Q`, `]_CTRL-Q`,
`[_CTRL-L`, `]_CTRL-L`, `[_CTRL-T` and `]_CTRL-T`, the underscore
between the bracket and CTRL was absent. This lead to problems finding
the relevant docs with `:help [_CTRL-Q` and made parsing the {subject}
argument for `:help` harder.
Solution:
Use the right tag format.

Problem: SpotBugs compiler can be improved
Solution: runtime(compiler): Improve defaults and error handling for
SpotBugs; update test_compiler.vim (Aliaksei Budavei)
runtime(compiler): Improve defaults and error handling for SpotBugs
* Keep "spotbugs#DefaultPreCompilerTestAction()" defined but
do not assign its Funcref to the "PreCompilerTestAction"
key of "g:spotbugs_properties": there are no default and
there can only be introduced arbitrary "*sourceDirPath"
entries; therefore, this assignment is confusing at best,
given that the function's implementation delegates to
whatever "PreCompilerAction" is.
* Allow for the possibility of relative source pathnames
passed as arguments to Vim for the Javac default actions,
and the necessity to have them properly reconciled when
the current working directory is changed.
* Do not expect users to remember or know that new source
files ‘must be’ ":argadd"'d to be then known to the Javac
default actions; so collect the names of Java-file buffers
and Java-file Vim arguments; and let users providing the
"@sources" file-lists in the "g:javac_makeprg_params"
variable update these file-lists themselves.
* Strive to not leave behind a fire-once Syntax ":autocmd"
for a Java buffer whenever an arbitrary pre-compile action
errors out.
* Only attempt to run a post-compiler action in the absence
of failures for a pre-compiler action. Note that warnings
and failures are treated alike (?!) by the Javac compiler,
so when previews are tried out with "--enable-preview",
remember about passing "-Xlint:-preview" too to also let
SpotBugs have a go.
* Properly group conditional operators when testing for key
entries in a user-defined variable.
* Also test whether "javaExternal" is defined when choosing
an implementation for source-file parsing.
* Two commands are provided to toggle actions for buffer-local
autocommands:
- SpotBugsRemoveBufferAutocmd;
- SpotBugsDefineBufferAutocmd.
For example, try this from "~/.vim/after/ftplugin/java.vim":
------------------------------------------------------------
if exists(':SpotBugsDefineBufferAutocmd') == 2
SpotBugsDefineBufferAutocmd BufWritePost SigUSR1
endif
------------------------------------------------------------
And ":doautocmd java_spotbugs User" can be manually used at will.
