Work towards enabling ["flow" layout](https://github.com/neovim/neovim/blob/9244da12e400ec0291450a5e9400d995e7a29b83/src/gen/gen_help_html.lua#L86-L88)
in all `:help` files.
Problem:
The final boss of vimdoc pseudo-structure: Vim's quasi-headings on
function signatures and excmd docs is visually distinctive but too
inconsistent for a nice parse rule.
Solution:
- Define the quasi-heading format as an "h4" variant, specified at
`:help help-tag-heading`.
- For simplicity and predictability, it is defined as any line that
ends with a help tag(s) preceded by 2 or more spaces (or 1 tab).
- Update existing docs.
- This one-time update has a lot of changes, but is very unlikely to
conflict with ported Vim-patches because (1) Vim rarely adds new
*excmds* that we want, and (2) *function* docs are auto-generated.

Work towards enabling "flow" layout in most `:help` files.
Since [tables are supported in help](https://github.com/neovim/tree-sitter-vimdoc#tables),
it's now possible to render most help files as ["flow" layout](https://github.com/neovim/neovim/blob/9244da12e400ec0291450a5e9400d995e7a29b83/src/gen/gen_help_html.lua#L86-L88)
instead of the legacy fixed-width layout. Besides [improved HTML rendering](https://github.com/neovim/neovim/pull/42381#discussion_r4285705739),
flow layout will allow `:help` presentation-mode to un-hardwrap text
blocks.

Follow-up to #41196
Problem: since #29976, the custom 'tabline' has a base highlight group
TabLineFill that all %# highlights are automatically combined with.
But the default C implementation still uses the TabLine and TabLineSel
highlight groups uncombined, or rather effectively combined with Normal.
Therefore, themes cannot depend on the base highlighting if they want to
support both the default and custom tab lines.
Solution: automatically combine TabLine and TabLineSel with TabLineFill
in the default C implementation.

Most syntax files currently use String or Normal for highlighting

This commit changes *.h files to default to C (instead of C++), and
deprecates the existing `g:c_syntax_for_h` and `g:ch_syntax_for_h`
variables in favor of a unified `g:filetype_h`, like is used for other
ambiguous file extensions.

Other (squashed) commits:
fix(tui): emit ui_send output atomically with the frame
Problem:
tui_ui_send() writes directly to the TTY, bypassing the output buffer.
Sequences sent via nvim_ui_send() (e.g. kitty multiple-cursors, or
visual-dot-repeat) always arrive in a separate TTY write from the frame
they were computed for. This manifests as "tearing", or e.g. in the case
of multicursor the terminal renders text with stale cursor overlays.
Solution:
- tui_ui_send(): while a frame is being assembled (pending invalid
regions or buffered output), buffer instead of writing directly.
- Out-of-frame sends (tty queries, clear-on-disable) still write
immediately.
- mcursor.lua: emit the terminal-cursor update at the end of the redraw
cycle (`on_end`, when screen positions are final) instead of
vim.schedule().

Problem: DocBook syntax variable scopes of docbk_type and docbk_ver
are not clearly documented: docbk_type uses the wrong scope
(it should be buffer-local) and docbk_ver also has an
undocumented buffer-local version.
Solution: Correct the docbk_type examples and describe the docbk_ver
precedence.

highlighting
Add a guarded "C++ 26 extensions" block (cpp_no_cpp26) covering new
lexical surface introduced since C++23:
- [[ ... ]] attributes as a region, so P3394 annotations carrying a
value expression (eg [[=foo{1}]]) no longer trip cErrInBracket on
their braces/parens. A \w\@1<! look-behind keeps it from matching a
subscripted immediately-invoked lambda (arr[[]{...}()]).
- ^^ reflection operator (P2996).
- [: :] splice brackets (P2996).
- contract_assert keyword (P2900).
Add input/cpp_cpp26.cpp exercising these constructs with screendumps,
and update dumps/cpp_noreturn_00.dump for the new [[ ]] attribute
delimiter highlighting.

Problem:
Many color schemes assume the Comment hl group is dim text and use it
for secondary text, decorations, or parts of UI. This is true for many
color schemes but not all.
Solution:
Introducing a new highlight group with a more specific meaning, similar
to Underlined or Ignore.
The new group links to Comment by default so the behavior is unchanged
for color schemes that don't define it.

filetype detection
- Add a syntax file update to Neville Dempsey's long-serving version
- Add a new rudimentary ftplugin
- Add filetype detection
Changes to the syntax file include:
- improved prelude, number and symbol highlighting
- prelude highlighting tests
- updated boiler plate
Note that these runtime files currently target Algol 68 Genie employing
the default UPPER stropping regime. Support for GNU Algol 68 should
also be usable with the UPPER stropping regime, although somewhat less
complete. Full support for the SUPPER stropping regime in GNU Algol 68
is also planned.

Problem:
TUI does not support several standard SGR text attributes:
- dim/faint (SGR 2)
- blink (SGR 5)
- conceal (SGR 8)
- overline (SGR 53)
This means that when a program running in the embedded terminal emits
one of these escape codes, we drop it and don't surface it to the
outer terminal.
Solution:
- Add support for those attributes.
- Also add corresponding flags to `nvim_set_hl` opts, so users can set
these attributes in highlight groups.
- refactor(highlight): widen `HlAttrFlags` from `int16_t` to `int32_t`
Widen the `rgb_ae_attr` and `cterm_ae_attr` fields in HlAttrs from
int16_t to int32_t to make room for new highlight attribute flags,
since there was only one spare bit left.
- The C flag is named HL_CONCEALED to avoid colliding with the
existing HL_CONCEAL in syntax.h (which is a syntax group flag, not
an SGR attribute).
- Also note that libvterm doesn't currently support the dim and overline
attributes, so e.g. `printf '\e[2mThis should be dim\n'` and `printf
'\e[53mThis should have an overline\n'` are still not rendered
correctly when run from the embedded terminal.

- Add matchit, browsefilter, and comment formatting support.
- Support embedded C in compiler {code|print} commands.
- Add largely complete settings highlighting and folding.
- Add syntax tests (incomplete).

Content:
* Refer to the formatter as "GNU troff". Strictly, "groff" refers to
several things.[1] Since the context is the editing of input to the
formatter, GNU's troff program is most relevant choice.
* Refer to groff as distributions' default "typesetting" rather than
"text processing" package. Many text processing tools exist, and some
distributions (Alpine Linux, NetBSD, OpenBSD) have replaced groff with
mandoc[2] as their man page formatter.
* Mention that Plan 9 still ships an AT&T-derived troff; they even
maintain it.[3]
* Correct explanation of traditional `yr` register (1). `\n(yr` is not
a request, but an escape sequence.[4]
* Correct explanation of traditional `yr` register (2). This register
has not interpolated a "2-digit year" since the year 2000; it now
interpolates a 3-digit one, because AT&T troff designed the `yr`
register with a Y2K bug in it.[5]
* Fix scrambled terminology. The phrase "macro request" confuses two
separate things: macros and requests.[6] Say instead "font, request,
register, macro, and string names"; these are the formatter object
types that people writing groff documents most often use.
* Refer to "groff's mm package" instead of "GNU mm". Strictly, this
package is in groff's "contrib" area, which implies that it's not
official GNU product. (To be fair, after shipping with groff for over
34 years,[7] I'm not sure how much distinction anyone perceives.)
* Motivate the newly added advice preferring macro package facilities
for paragraphing; this issue is distinct from aiding sentence boundary
detection, which until recently[8] was the only advice offered here.
Style:
* Condense introductory paragraphs.
* Refer to "language syntax" rather than "language primitives".
* Use slightly more idiomatic English.
While these revisions convey more information, they leave the line count
unchanged. I'll try to stop fooling with this material now.

This commit updates `syntax/cangjie.vim` to match the latest `std.core`
library:
New Features:
* Documentation: Added highlighting for documentation keywords (e.g., `@param`, `@return`).
* Standard Library: Added highlighting for `std.core` functions, interfaces, and classes.
* Exceptions: Added highlighting for standard exception types.
* FFI Support: Added highlighting for C interoperability types (e.g., `CPointer`).
Improvements:
* Configuration: Added a unified switch (`s:enabled('builtin')`) for standard library highlighting.
* Type System: Updated `Int` and `UInt` aliases.
* Interpolation: Enabled standard library highlighting inside string interpolation.
* Cleanup: Removed non-core types like `ArrayList` and `HashMap`.

Following the approach used in other syntax definitions, add support for
defining the "syntax sync minlines=..." values for rst files in the
users' ~/.vimrc files, to allow the users to adjust that value in case
syntax highlighting stops working for some of the files they edit.

Use double sentence spacing and wrap lines at 'textwidth'. Code
examples and tables were not wrapped unless this had already been done
locally.

Both links to libXpm and mysyntax.vim are up but the listed
libXpm version is not offered anymore and mysyntax.vim is no
longer served at all. The link for searching dictionary
extensions of Apache OpenOffice is broken; an alternative
link can be discovered from the home page. Finally, the
English dictionaries Apache OpenOffice extension is probably
gone for good (is it incompatible with more recent versions
of the suite?) as its page neither available directly nor
discoverable through search.

Problem:
1. Setting `pumborder=+,+,+,+,+,+,+,+` failed to render the custom
border characters correctly. The issue occurred in `parse_winborder()`
where it incorrectly used `p_winborder` instead of the `border_opt`
parameter when the option value didn't contain commas.
2. In `pum_redraw()`, calling `parse_border_style()` directly with the
option string failed to parse comma-separated border characters.
3. Missing documentation for PmenuShadow and PmenuShadowThrough
highlight groups used by the shadow border style.
4. Coverity reports CID 631420: passing WinConfig (480 bytes) by value
in `grid_draw_border()`.
5. crash when using `shadow` value on pumborder.
Solution:
1. Fix `parse_winborder()` to use `border_opt` parameter consistently,
ensuring the correct option value is parsed regardless of which
option (winborder/pumborder) is being set.
2. Update `pum_redraw()` to call `parse_winborder()` instead of
`parse_border_style()`, properly handling both predefined styles
and custom comma-separated border characters.
3. Add documentation for PmenuShadow (blended shadow areas) and
PmenuShadowThrough (see-through corners) highlight groups.
4. Change `grid_draw_border()` to accept WinConfig by pointer.
5. When the "shadow" style is used, no additional row and column offset
is applied, and the border width is reduced.
