vim-patch:partial:9.0.0531: the win_line() function is much too long
Problem: The win_line() function is much too long.
Solution: Move code to separate functions.
https://github.com/vim/vim/commit/c20a41972c61ab4bc211327d535c73c9b30cc166
Partial port as this depends on patch 9.0.0148.
