Update the vimscript code for restoring cursor position
Using xxd(1) to filter and edit binary files causes the input files
to have dual nature, so to speak, which effectively makes restoring
the cursor position broken. Fix that by ignoring the "xxd" file type
in the code that restores the cursor position.
Interactive rebasing in git causes files to be edited in vim, which,
similarly to commit messages, are rarely the same as the last one
edited. Thus, also add "gitrebase" to the list of file types for
which the cursor position isn't restored.
While there, refactor the code a bit to possibly save a few CPU cycles
and to keep the line lengths in check, and use the long form of the
commands and variables, to make the code slightly more consistent and
more understandable to newcomers.
Update the relevant comments in the code and the associated parts of
the documentation, to keep them in sync with the updated code.
Remove some redundant trailing whitespace as well, as spotted.

Vimball is an outdated feature that is rarely used these days. It is not
a maintenance burden on its own, but it is nonetheless dead weight and
something we'd need to tell users to ignore when they inevitably ask
what it is.

While the user guide correctly describes the mapping in Vim, the default
behaviour in NeoVim seems to be the one described here.

`:syntax enable` is no longer necessary (and may even be harmful). Do not recommend it in `usr_05.txt` and `usr_06.txt`, and mention the new default in `syntax.txt`.

Other refs to 05.3 don't need to be updated as they refer to the simple mappings
section anyway. Seems they weren't updated when the defaults.vim section was
added as 05.3 instead.

Ignore changes to
* doc/tags: Generated at build time
* doc/channel.txt, doc/todo.txt: Irrelevant to Neovim
* pack/dist/opt/matchit/doc/matchit.txt: matchit is enabled by default,
so description of how to enable isn't needed.

Problem: The matchit plugin needs to be copied to be used.
Solution: Put the matchit plugin in an optional package.

The previous defaults were including the nvim suffix, causing it to
apear twice in the final paths.
kXDGDataHome and kXDGConfigHome are now set as %LOCALAPPDATA%,
kXDGCacheHome is set as $TEMP.
In Windows there is no distinction between configuration and data
storage, but we don't want to place all files under the same path.
get_xdg_home() now appends a different path suffix for kXDGDataHome.
- Configuration files are saved under %LOCALAPPDATA%\nvim
- Data files are saved under %LOCALAPPDATA%\nvim-data

Note about ~/.local/share/nvim/site used in one usr_\* file: this one talks
about user-local installation of third-party plugins, and
~/.local/share/nvim/site is the proper place for them. Most other files talk
about user own configuration and this is ~/.config.

If you Google for this phrase found in the Vim documentation you'll find
almost exclusively hits from the Vim documentation. I think changing
"halfway a line" to "halfway through a line" makes more sense.
There seems to be an pervasive odd use of the word 'halfway' in the
original docs which I'm updating everywhere.

Notes regarding the removal of specific items:
- Aztec C: only on the Amiga.
- mch_check_win(): doesn't exist anymore.
- Comment in ex_cmds.c: It seems the context for this comment was
removed, but the comment was inadvertantly left alone.
