Solution: Sleep for shorter if the +nanotime feature is available.

Problem: Dialog for file changed outside of Vim not tested.
Solution: Add a test. Move FileChangedShell test. Add 'L' flag to
feedkeys().

The new oldtest directory is in test/old/testdir. The reason for this is
that many tests have hardcoded the parent directory name to be
'testdir'.
